Government Weighs MDR on High-Value UPI Transactions

The discussion about charging fees on UPI dealings has come up again as the government reviews how to keep India’s digital payments setup sustainable for the long run. Reports say the Centre is looking at the idea of permitting a Merchant Discount Rate, basically MDR, on UPI payments that go beyond ₹2,000 when these are paid to big retailers and businesses. Banks and Fintech Firms Seek Sustainable Revenue Model

UPI has become India’s most widely used digital payment platform, handling billions of transactions every month, literally. Still, banks, payment service providers, and fintech companies have said—more or less —that keeping the whole infrastructure working, needs serious investment in technology, cybersecurity, fraud prevention and even network upkeep. And because merchants currently do not pay MDR on UPI transactions, a bunch of industry stakeholders keep asking for some sort of mechanism that actually helps cover the operational costs.

Large Merchants Likely to Bear the Proposed Charges

Under the proposed framework, only large merchants would be subject to MDR , while small businesses and ordinary consumer transfers would remain unaffected. Officials believe this approach would preserve the affordability, and accessibility of UPI for everyday users while generating revenue from high-value commercial transactions. Payments below the prescribed threshold are expected to continue without any charges. Industry experts say the move could help bolster the financial viability of the UPI ecosystem without derailing digital payment adoption. However, some analysts caution that large retailers may eventually fold these costs into their pricing models, potentially influencing consumers indirectly, later on. The government is yet to take a final decision, but discussions are reportedly moving ahead as lawmakers review amendments to the Payment and Settlement Systems framework.

Balancing Digital Growth with Financial Sustainability

Policymakers are aiming to strike a balance between keeping digital payments affordable and ensuring that banks and payment providers can continue investing in secure and reliable infrastructure. If approved, the MDR proposal could represent the next phase in the evolution of India's digital payments ecosystem.
